The County of Lexington experienced catastrophic levels of rainfall due to the October 2015 Flood event. Intense rain along with breached dams and converging creeks and tributaries produced historic flooding, forcing many citizens to seek emergency shelter. Ultimately, the flood caused millions of dollars in damages to homes, businesses and county infrastructure.
Due to the flooding disaster, the County of Lexington was allocated $16,332,000 as part of Section 420 of the Transportation, Housing and Urban Development, and Related Agencies Appropriations action of 2016 (Public Law 114-113). Additionally, the County received a supplemental allocation of $5,038,000 as part of Public Law 115-31 which was enacted by Congress on May 5, 2017. These HUD allocations will assist with necessary expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing, and economic revitalization in most impacted and distressed areas. These funds are commonly referred to as Community Development Block Grant – Disaster Recovery or CDBG - DR funds. A detailed Action Plan was submitted and approved by HUD for the allocated CDBG-DR grant funds to be released to the county. To ensure that the CDBG – DR program effectively serves the needs of the Citizens of the County, amendments to that action plan have been submitted in accordance with Federal Laws and Regulations.

In January 2017, the County of Lexington began an intake process to accept applications for assistance through its REBOUND Community Development Block Grant Disaster Recovery Program to aid citizens in recovering from the October 2015 flood event. On September 28, 2018, the County of Lexington closed the intake process and is no longer accepting applications.
